The West Valley Housing Authority (WVHA), formerly Polk County Housing Authority, will receive proposals for the LaCreole Shop Roof Replacement Project until 3:00 p.m. on the 12th of June 2013, at 204 SW Walnut, Dallas, Oregon 97338.
The basic work includes: This solicitation is for a single prime contract to replace the current modified bitumen roof, cap flashing and engineered foam base with the same system. The current roof needs to be completely removed and disposed of. The metal roof will be cleaned and sealed with a flexible elastomeric coating. Should elastomeric sealing provide maintenance free long term seal on the existing bitumen roof this would be entertained as an alternate per Scope of Work.
All interested parties are encouraged to attend a pre-bid site meeting scheduled for 1:30 p.m. on the 29th of May 2013 at 204 SW Walnut, Dallas, Oregon 97338.

A bid security of 5% of the bid is required as prescribed in the “Instructions to Bidders”. No bidder may withdraw their bid after the hour set for the opening thereof until after the lapse of sixty (60) days from the bid due date. The successful bidder will be required to furnish and pay for satisfactory performance and payment bond and/or all other bonds. If project cost is over $100,000, the contractor and all subcontractors awarded this project must have a public works bond filed with the Construction Contractors Board before starting work on the project (ORS 279C.830(3).
Attention is called to the provisions for equal employment opportunity, and payment of not less than the minimum salaries and wages as set forth in the Project Manual.
As required by the U.S. Department of Housing and Urban Development: Retainage is 10%, interest will not accrue on retainage and bonds or securities may not be substituted as an alternate form of retainage.
The WVHA may reject any bid not in compliance with the prescribed bidding procedures and requirements and may reject any or all bids and waive any informalities in the bidding. Award will be based on a competitive bidding process with consideration given to the best overall value to West Valley Housing Authority.
